Abstract: The article considers the theoretical foundations of motivational 
theories and the analysis of the motivation management system in state 
organizations. The article discusses the ways of improving the motivation 
management system in organizations.

The motivation of the work activity of the organization's personnel should be 
considered as a system of complex influence of external and internal factors on 
employees to achieve the goals of the enterprise. Despite the obvious interest of the 
company in highly motivated staff, it is still a process of encouraging employees to 
achieve personal goals, to meet their own needs, through work. Thus, staff motivation 
has a two-way effect and is directly related to improving the level of social wellbeing. 
The relevance and modernity of this work is due to the fact that the system of 
motivational activity of personnel is associated with the values of the generation to 
which they belong, which directly affects the efficiency of employees of enterprises. 
The development of a flexible motivation system for "human capital" should be 
considered as a strategic resource not only for specific enterprises, but also for the 
stable operation of national industries, the economic stability of the country as a 
whole. 
Every organization should understand that employees are the main resource in 
effective activities, but not every manager knows how to properly manage their 
resources. The task of the organization's management is to use effectively the 
capabilities of employees. Despite the choice of the best solutions at the discretion of 
the manager, the effect of them will be when they are embodied in the activities of 
the organization, and this is possible only when employees are interested in the 
results of activities. This is the main aspect in the essence of motivation. 
Two types of motivation are characterized in literary sources (Figure 1).

Internal motivation is understood as interest in one's work, the importance of 
doing work, freedom of action, the opportunity to realize oneself in work and 
development.  
External motivation refers to the impact of external factors, which include 
wages and social guarantees, career ladder, praise and reprimands. All factors have a 
great impact, but the effect is not long-term. The best system of influence on 
motivation is the one that covers both internal and external factors. 
The main tasks of staff motivation are presented in Figure 2.

It should also be noted that at present, great attention is paid to corporate 
culture in organizations, since it belongs to one of the main motivational incentives. 
Corporate culture means a set of values and views that are shared among all members 
of the enterprise, which is aimed at orienting employees to certain behaviours and 
actions. As the practice of organizations shows, the style of staff interaction depends 
on the head. 
As an object of research, the Samara regional public organization – historical 
and cultural association "Volga region", registered on May 27, 1991.

Since 1996, Samara regional public organization – historicall and cultural 
association "Volga Region" has been actively involved not only in the 
implementation of projects and programs aimed at supporting scientific and cultural 
society in the Samara region, but also in assisting authorities and local governments 
in organizing this support.  
There is no full-fledged personnel incentive system in the public organization 
"Volga region", but only its elements are used. The salary of the staff of this company 
is both fixed and piecework.  
The salary of an employee should be a good motivation in the performance of 
their duties, if it is directly related to the results of labour activity. Employees of the 
public organization "Volga region" need to clearly understand the relationship 
between their productivity and material remuneration. However, it is in the Samara 
regional public organization "Volga region" that there is no clear regulation of the 
components of wages from the results of activities. 
Each motivation system should stimulate employees to work effectively, which 
ultimately affects the entire activity of the organization. There is no clear 
understanding among employees of the results of their activities and the direct 
dependence of their activities on wages in the public organization "Volga region". 
Let's consider the performance indicators of the personnel of the public 
organization "Volga region" for 2018 – 2020. (table 1).

The average salary in 2020 is slightly more than 39.7 thousand roubles, which 
is a bad indicator, since in Samara the average salary according to Rosstat for 2020 is 
40 thousand roubles. 
Next, let's consider whether the employees of "Volga region" are satisfied with 
working conditions.  
According to the survey, it was clear that at the enterprise of "Volga region" 
most of the employees (66%) are satisfied with working conditions, 12% are not 
satisfied, 22% find it difficult to answer.

complain about the same problems: 
‒ low level of remuneration; 
‒ emerging unfavourable climatic conditions; 
‒ lack of a full-fledged hot meal. 
Based on the carried out analysis, it can be concluded that the existing system 
of personnel incentives in the IEC "Volga region" is not effective, the team has weak 
motivation.  
The development of a new motivation system for staff should be carried out 
and the following factors should be taken into account: 
‒ employee's personal contribution to the economic performance of the 
enterprise;  
‒ results of the results of employees' work per month, quarter and year;  
‒ social and psychological survey of employees;  
‒ assessment of professional skills of employees; 
‒ uniform load on the entire staff of the organization. 
The developed recommendations, unlike the previously existing motivation 
system, do not require direct expenditure of monetary resources of "Volga region". 
However, these changes carry indirect costs. These measures will increase the profit 
of the organization by 10%, labour productivity will also increase, plus psychological 
stress in the team will be reduced. 
Thus, it can be concluded that motivation plays a decisive role in a person's life 
in all his spheres of life, especially in professional activity.

THE ROLE OF THE NIZHNY NOVGOROD REGION  
IN THE ECONOMY OF THE RUSSIAN FEDERATION  
UNDER SANCTIONS RESTRICTIONS

Abstract: the article is devoted to the role of the Nizhny Novgorod region in the 
economy of the Russian Federation in the conditions of sanctions restrictions. The 
advantages of this subject of Russia are considered, as well as its impact on the 
stabilization and development of the state economy.

In recent time, the Russian economy has been operating in completely new 
conditions for itself. According to the service Castellum.Al, 14022 different 
economic sanctions are already in effect against Russia for today [4]. Even the 
restrictions associated with the Covid-19 pandemic, which were gradually managed 
to cope with, cannot be compared with the unprecedented level of sanctions 
associated with the aggravation of the geopolitical situation in the world. Due to the 
sudden and massive withdrawal of various foreign organizations from the Russian 
market, there is again a need for high-quality replacement of the departed companies 
with products from Russian national manufacturers in the shortest possible time. 
According to the Agency for Strategic Initiatives, in 2021 the Nizhny 
Novgorod Region ranked 6th among all subjects of the Russian Federation in terms 
of investment attractiveness. The region is strengthening its position in this rating 
every year, which allows us to judge the rapidly developing economy of the region 
and a favorable environment for the development of industry and entrepreneurship. 
Thanks to this, we can also say that the Nizhny Novgorod region has real prospects to 
play a significant role in the Russian economy in the conditions of sanctions 
restrictions. This is the reason for the relevance of this article. 
The industry of the Nizhny Novgorod region is mostly represented by the 
following industries: Car industry (23.4%), Metallurgy (16.3%), Chemical industry 
(10.3%), Food industry (8.2%), Radio electronics (4.9%), Oil refining (3.6%), 
Woodworking (1.5%) and other areas [2]. Let's look at the three largest of them in 
more detail. 
In 2022, such players as Ford, Scania, MAN, Volvo, Iveco and other foreign

manufacturers of buses, light commercial vehicles and medium-duty cars left the 
Russian market. This niche is more than compensated for today by the Nizhny 
Novgorod car industry. Nizhny Novgorod enterprises, led by the GAZ Group, 
provide more than 91% of the bus market with a load capacity of less than 5 tons, 
more than 50% of the bus market with a load capacity of more than 5 tons, 35% of 
the truck market. The car industry is one of the strategic sectors of the economy of 
the Nizhny Novgorod region, which creates a multiplier effect in related industries 
and determines the level of socio-economic development of the region. The demand 
in this industry generates the need for high-tech products of metallurgical, chemical, 
electrical and other industries, while creating a large number of jobs. 
The metallurgical sector, led by the Vyksa Metallurgical Plant, one of largest 
players in this industry of whole Russia, with the supply of sufficient raw materials 
and financing, can produce products using the latest technologies and allow the 
Russian Federation not to be dependent on imports of these products. The 
metallurgical sector of the Nizhny Novgorod region now forms an important part of 
the Russian economy. For example, this industry in the region covers 23% of the 
Russian steel pipe market, and many of them, for example, wide-diameter steel pipes, 
are a unique product of the Russian economics market, which is produced in the 
Nizhny Novgorod region. 
It's not a secret that chemistry and petrochemistry are among the key sectors of 
the economy of the Nizhny Novgorod region, and the city of Dzerzhinsk is one of the 
capitals of the Russian oil and chemical industry. This branch of the region is 
represented primarily by the following products: chemical products (10.3%), rubber 
and plastic products (3.6%), oil refining products (3.6%). At the same time, 
enterprises of the Nizhny Novgorod region cover more than 34% of the Russian PVC 
production market, as well as more than 9% of the Russian ethylene production 
market. 
In fact, in the Nizhny Novgorod region, the center for import and import 
substitution (CIIZ) began operating in 2022. The creation of the CIIZ was approved 
at a meeting of the coordination headquarters for the prevention of negative 
phenomena in the economy and social sphere. Under the conditions of sanctions 
restrictions, many commercial organizations in the Nizhny Novgorod region are 
experiencing a number of certain difficulties that were caused by the lists of 
restrictions. The most important of them are the disruption of production chains and 
disruption of the supply of raw materials and components, as well as violations in 
logistics, sharp jumps in prices for the purchase of raw materials, an increase in the 
cost of construction, the refusal of foreign contractors to cooperate with Russian 
suppliers. The team of the newly minted CIIZ is formed from representatives of 
commercial organizations that are really ready to produce or have already begun to 
produce analogues that disappear day after day from the zone of free access to
