Предисловие Настоящее учебное пособие является элементом комплекса учебно методических материалов и предназначено для курсантов, обучающихся по специальности «Юриспруденция». Его целью является развитие у обучаемых навыков и умений всех видов чтения и перевода профессионально -ориентированных текстов. Пособие построено на принципе взаимосвязанного обучения видам речевой деятельности на профессионально ориентированном материале. Содержание лексического и грамматического материала соответствует требованиям программы по дисциплине «Иностранный язык» (Английский) для гуманитарных факультетов. Пособие состоит из: трех тематических блоков, посвященных определенным темам: «Пенитенциарная система России», «Пенитенциарная система Великобритании», «Пенитенциарная система США»; - текстов для дополнительного чтения; -краткого грамматического справочника с последующими грамматическими заданиями. Тексты первой части предназначены для аудиторных занятий и содержат лексику и блоки предтекстовых и послетекстовых заданий. Предтекстовые задания предназначены для снятия языковых трудностей и включают упражнения на опознание интернационализмов, словообразование, перевод отдельных словосочетаний из текста. Послетекстовые упражнения ориентируют курсантов на анализ содержания, извлечение основной и специфической информации, ответы на вопросы, обсуждение основных проблем пенитенциарных систем англоязычных стран. Тексты для дополнительного чтения не содержат заданий и предназначены для внеаудиторной работы курсантов. Оригинальные тексты актуальны и имеют профессионально значимую и познавательную ценность, что позволяет обучаемым творчески осмысливать зарубежный опыт в профилирующей области. Пособие рассчитано на 50 часов аудиторных занятий.

Development of the Prison System Prison, institution designed to securely house people who have been convicted of crimes. These individuals, known as prisoners or inmates, are kept in continuous custody on a long-term basis. When individuals are accused of violating criminal law, they are tried in a court and either convicted (found guilty) or acquitted (found not guilty). A person who is convicted is then sentenced—that is, assigned a specific punishment. The sentence may involve fines, probation (supervised release), or incarceration (confinement). Judges may sentence first-time offenders to probation instead of incarceration. Offenders convicted of more serious crimes and those who have prior criminal records may be sentenced to incarceration in either a jail or a prison, depending on the nature of the crime. Prisons are also called penitentiaries. The word penitentiary was coined in the late 1700s because certain groups believed that through solitary religious study of the Bible, prisoners would become penitent (remorseful) and reform their behavior. The study of theories and practices of punishment is called penology. A prison is an institution for the confinement of persons convicted of serious crimes or felonies. In the 19-th and 20-th centuries, imprisonment replaced corporal punishment, execution and banishment as the main means of punishing serious offenders. Historically exile, execution and corporal punishment were the most common penalties for criminal acts. Until the late 18th century, prisons were used mostly for the confinement of debtors who could not pay, of offenders awaiting trial, and of those convicted persons waiting for their sentences—death or exile—to be put into effect. With the decline of capital punishment, the prison began to be used also as a place of punishment. The concept of the penitentiary was advocated in England during late 18-th century by Jeremy Bentham. At the same time in the United States penitentiaries were created first in Pennsylvania and then in New York. Insanitary conditions and overcrowding produced a wide agitation for changes in prisons. Solitary confinement of criminals became an ideal among reformers of the 18-th century. A philosophy of prison management known as the ―silent system‖ was developed. The prisoners worked together in silence in the daytime and at night were confined in solitary cells. There were the steps made to fit the severity of punishment to the severity of crime.

Упражнение 4. Прочитайте и переведите текст. A Brief Description of the System at the Present Stage By January 1, 2010, 755 corrective colonies held 723900 convicts, including 69100 women. The 226 pre-trial detention centers maintained 131400 suspects and defendants accused of committing crimes; 7 prisons maintained 2800 suspects and defendants accused of committing crimes. In addition, 350700 penal inspectorates had on their registers 259700 offenders sentenced to corrective labor. Sixty two educational colonies kept 5,900 offenders who are minors. More than 55860 HIV-infected and 40770 tuberculosis patients are held in the institutions of the penal system. Every fifth of those serving sentences has been convicted for murder or intentional grave bodily harm, every fourth – for banditry, robbery or rape. More than half have had more than one conviction. UNIT 2. PENITENTIARY SYSTEM OF GREAT BRITAIN TYPES OF PRISONS Упражнение 1. Прочитайте и переведите текст. Prisons are classified administratively as local or central prisons. Local prisons serve a variety of purposes—holding prisoners awaiting trial or sentencing and prisoners serving shorter sentences, up to about 18 months. There the worst overcrowding occurs. Prisoners serving longer sentences are detained in central prisons. Central prisons are large maximum-security prisons holding more than 1,000 offenders in conditions of strict security. For security, prisoners are classified into four categories, from A (prisoners likely to attempt escape, and constituting, if successful, a significant danger to the public) to D (prisoners who can be trusted to work in conditions of minimal security). Prisoners who are not considered a danger to the community may be confined in low-security or open prisons, where there is normally no obstacle to a prisoner's absconding. Women are normally held in separate institutions. Young people who have done something illegal are kept in detention centres because they are too young to go to prison. The purpose of these institutions is rather treatment or correction than punishment. Detention centres for young offenders serving sentences that must not exceed four months are based on the principle of strict discipline and physical activity; research has failed to show, however, that it is an effective deterrent to further crime. Nowadays prisoners are kept in separate institutions according to the severity of crime convicted, as well as to the age, sex and other conditions. The inmates include unconvinced prisoners, juvenile delinquents, women prisoners, recidivists and lifesentence prisoners. Most prisoners serving longer sentences are held in correctional institutions, which are usually large maximum-security buildings, holding offenders in conditions of strict security. Young offenders are usually detained in reformatories, which purpose is correction rather than punishment. Women are usually held in separate institutions.
